 CERTIFIED COUNTER-INSIDER THREAT PROFESSIONAL

NOTICE: COVID-19 UPDATE – 16 June 2020

With the recent COVID-19 outbreak, we want all of our candidates, certificants, and program affiliates to know that the health and safety of you and your families is our number one priority. As many of you know, we’ve cancelled our June testing interval, and we thank you for your patience and flexibility. Now that there are signs that the spread of the virus has slowed, states and businesses are starting to open back up, and as businesses resume operations, our program too will be resuming. We’ve consulted with our test delivery partner and are moving forward with the following approach:

New Registration Window: Now – 25 September

New Testing Window: 16 October – 30 November

Two (2) Testing Options:

  1. In-person testing at any open PearsonVue testing site near you*
  2. Test at home with Live Remote Proctoring (LRP)**

Please note, the details listed above are for this testing cycle only, and the overall approach is subject to change as COVID-19 circumstances require. In addition, PearsonVUE testing site availability is subject to change depending on state and local conditions.

*PearsonVUE, our test delivery partner, is implementing various health and safety measures in response to COVID-19.  Please refer to their website to learn more. https://home.pearsonvue.com/coronavirus-update

**Please note that there are restrictions to this option, which include, at a minimum, that you must use a personal electronic device or computer and not a government issued device due to the technical requirements associated with LRP testing. For a full list of requirements for the LRP option please see the “LRP Restrictions” Document.

In 2010, Executive Order 13587 established the requirement for all USG Executive Agencies to establish an Insider Threat Program. The Executive Order also established the National Insider Threat Task Force, co-led by the ODNI and DoJ, and the minimum standards by which an Insider Threat program would be deemed operational.

The Office of the Under Secretary of Defense for Intelligence and Security, in partnership with the National Insider Threat Task Force, focused on the people-related aspect of the Counter-Insider Threat (C-InT) capability, and created two C-InT Professional Certifications.  These certifications were developed with maximum participation from across the US Government, resulting in broad applicability across C-InT workforces.

  • Certified Counter-Insider Threat Professional - Fundamentals (CCITP-F): This certification establishes a common standard of fundamental knowledge and skills required of all who serve and support the C-InT capability. This certification focuses on the understanding of insider threat program mission, policies, and basic operations.

  • Certified Counter-Insider Threat Professional - Analysis (CCITP-A):  This certification establishes a common standard of analytic tradecraft of all who serve and support the C-InT capability; it focuses on the analysis of insider threat-relevant information, and development of mitigation recommendations.
Initial conferral of CCITP certifications were issued February 20, 2020. Subject Matter Experts who participated in exam development along with individuals who met all certification requirements should have received an email regarding how to access your digital badge and printable certificate. If you have not received this communication, please email the PMO at OSD.CINT-Certification@mail.mil.

NO SHOW POLICY: If a candidate does not cancel or reschedule a confirmed exam at least 48 hours prior to the scheduled exam and does not show up for their scheduled exam, the USG will still be charged an exam seat fee as if the candidate sat for the exam.  PLEASE make every effort to make your scheduled exam date or reschedule in time to meet the Pearson VUE Deadline.  If an individual is a no-show for two exam iterations, he or she will not be able to participate in the CCITP program.  Individuals may appeal by submitting a waiver request explaining why they were unable to make scheduled exam sessions.
